British International Schools Safeguarding Coalition (BISSC)

BISSC is a ground-breaking collaboration bringing together The Association of British Schools Overseas (AoBSO), British Schools in the Middle East (BSME), Council of British International Schools (COBIS), Federation of British International School in Asia (FOBISIA), Latin American Heads Conference (LAHC), National Association of British Schools in Spain (NABSS) and The Safeguarding Alliance (TSA) to pioneer a shared commitment in upholding the highest standards in safeguarding.

Together, we are joining forces to address critical issues and work collaboratively to drive change. By engaging with policymakers and elected representatives, BISSC aim to ensure global safeguarding risks, challenges, and concerns are given the utmost priority in order to protect those most vulnerable.

Key Objectives

BISSC will lobby the UK government to provide greater and more effective safeguarding support and guidance to the British international school sector, including, but not limited to:

  • The establishment of the International Teaching Regulation Agency (ITRA)
  • The establishment of the Misconduct Disclosure Scheme for International Schools (MDSIS)
  • The creation of a shared resource hub for British international schools.
  • The strengthening of partnerships safeguarding between BISSC, the Government and regulators.

BISSC Core Principles

BISSC Safer Recruitment Code of Conduct

COBIS is proud to have supported the creation of the BISSC Safer Recruitment Code of Conduct, which sets out a shared commitment to rigorous, transparent, and ethical recruitment practices within international education, and which is applicable to all school members of BISSC founding organisations.

The Code of Conduct came into practice from 1 September 2025, offering a unified benchmark for safer recruitment policies in the BISSC network of schools. As a supportive guidance document, it is designed to encourage reflection, consistency, and continuous improvement in order to keep children safe in their education settings.

This development underlines the joint commitment and passion to drive forward global safeguarding standards from the founding members of BISSC.

Building on the significant safeguarding work of aligned partner organisations, with this new guidance, BISSC aims to ensure global safeguarding risks, challenges and concerns are reduced and given the utmost priority in order to protect those most vulnerable.
