UK QAA Mid-cycle review of COBIS Accreditation and Compliance Scheme

COBIS is pleased to share the outcome of its recent mid-cycle review by the UK Quality Assurance Agency for Higher Education (QAA), providing independent external validation of the COBIS Accreditation and Compliance Scheme. The review findings are highly positive, with UK QAA confirming the continued strength of the COBIS quality assurance framework, which is described as a "rigorous, improvement-focused, and contextually sensitive" model.

Having first launched in 2017, and now with over 350 schools having completed or booked quality assurance visits, the COBIS Accreditation and Compliance scheme has established itself as a rigorous, collaborative, non-judgemental and trusted process for schools in over 80 countries. The scheme is rooted in school improvement, based on collaboration and partnerships between advisors and schools, and draws on the very best of British and international practice.  Designed to adapt and reflect the uniqueness of each school, whilst adhering to a rigorous set of standards, the scheme supports schools with a British educational ethos on their development journey.

As part of our commitment to quality and continual improvement, COBIS commissioned the UK Quality Assurance Agency for Higher Education (QAA) to undertake a comprehensive and independent review of the scheme in 2023. This initial review established the strength and credibility of the COBIS approach, and the recent mid-cycle review confirms the continued development and impact of the scheme.

COBIS welcomes external scrutiny as an essential part of maintaining a robust and credible quality assurance framework. The ongoing independent validation provided by UK QAA supports the continued evolution of the scheme, ensuring it remains relevant, rigorous, and effective for schools across a diverse and global membership.

Why UK QAA?

UK QAA is an independent charity working to benefit students and educational institutions, and are world leading experts in quality assurance.

They are trusted by education providers and regulatory bodies to maintain and enhance quality and standards, and offer independent peer reviews for international institutions. These reviews assess if quality assurance processes meet international best practice, leading to accreditation from UK QAA. COBIS and UK QAA have many commonalities in terms of values, vision, philosophy, governance, ambition, international outlook and their commitment to safeguarding, high-quality academic standards, and of course to quality assurance. This synergy meant that UK QAA was best placed to provide quality assurance and externally validate COBIS’ scheme.

Conclusion and next steps

The findings of the UK QAA mid-cycle review are strongly welcomed by COBIS and provide clear independent validation of the ongoing strength and development of the Accreditation and Compliance Scheme.

The conclusion that COBIS is making “excellent progress”, alongside confirmation that UK QAA recognition will continue for the full five-year cycle, reflects both the effectiveness of the scheme and the commitment of the COBIS community to continuous improvement.

COBIS also welcomes the areas identified for further reflection, which will inform the next phase of development, including continued work to strengthen stakeholder engagement and enhance strategic recognition of the scheme.

Building on the enhancements already delivered, COBIS remains committed to refining and evolving the Accreditation and Compliance Scheme to ensure it continues to support schools in improving practice and outcomes for their students.

“COBIS has always placed great value on external scrutiny as part of maintaining a robust and credible quality assurance culture. For that reason, we welcome the findings of this UK QAA mid-cycle review and the clear confirmation that the Accreditation and Compliance Scheme continues to provide rigorous school improvement support.

It is particularly encouraging to see the continued recognition of the distinctive COBIS approach, combining rigour with a supportive, improvement-focused model, and the positive reflections from schools, Lead Improvement Partners and Peer Accreditors across our global network.

I would like to thank the UK QAA review team, our Accreditation team, our Lead Improvement Partners and Peer Accreditors, and the many schools who contributed to this process.

This report reinforces the strength, credibility, and ongoing development of the COBIS Accreditation and Compliance Scheme, and underlines our continued commitment to supporting high-quality school improvement worldwide.”

 Colin Bell, COBIS CEO

The UK QAA mid-cycle review provides further independent validation of the strength and continued development of the COBIS Accreditation and Compliance Scheme.

This reinforces the confidence that Ministries of Education, regulators, and school communities place in COBIS, and supports our ongoing work to promote high-quality British international education worldwide.

COBIS Chair, The Rt Hon Lord Knight of Weymouth, Jim Knight

“It is clear to us that the COBIS Accreditation and Compliance scheme is a valuable process for all participants, and it is evident that there is a tremendous amount of goodwill towards to the scheme amongst schools and leaders.

This was clearly reflected in the interviews conducted, and in the impact the scheme has had on schools. At QAA, we are confident that this is an opportunity for COBIS to further strengthen and develop the scheme, in the COBIS spirit of continual improvement.”

Vicki Stott, Chief Executive of QAA

This external validation strengthens the COBIS mission to continue to grow and maintain its position as a leading network of British international schools worldwide, to operate with a deep commitment to school improvement, to help schools and students thrive and to influence and promote the export and growth of world class British education. COBIS is confident in the future of the COBIS Accreditation scheme, and looks forward to extending the scheme to many more schools in the coming years.
