The British International School Safeguarding Coalition (BISSC) met in July. Here is a summary report of their meeting:

Cross Association Policy on Safer Recruitment

A paper was introduced to initiate the discussion on creating a standardised safer recruitment policy across associations.

The objective of this paper was to design and establish a standardised safer recruitment policy across associations, based on the North Star checklist. It was suggested that a list of expectations be created, categorised as 'must-have' and 'nice-to-have,' especially regarding sanctions. A survey conducted revealed non-compliance in essential practices like reference follow-ups.

The purpose of this initiative is to exceed BSO standards by incorporating global best practices to prevent complacency. The goal is to develop a standardised safer recruitment pack with templates for schools. The variations in safer recruitment practices globally were acknowledged, and there was support for a standardised pack with non-negotiables. The potential for a reporting and whistleblowing mechanism hosted on the BISSC website was also discussed. The importance of elements 5 and 6 in the policy paper was debated, as they form a policy basis and ensure schools are prepared for BISSC's future directions.

The document was praised as an excellent starting point for guiding schools on appropriate actions, thereby reducing reluctance to report issues. It was noted that potential sanctions should aim at reducing risk and improving safer recruitment practices rather than removing schools from BISSC membership. The need to establish best practices for schools over time, with each association determining their current position, was suggested. Emphasis was placed on using careful language in the policy to avoid pushback from schools. Involving school groups early in the process to proactively address any issues was recommended. Creating a standardised template for reporting and reviewing safer recruitment concerns was proposed as a priority. The policy sign-off may take time, with associations aiming to consult members at their Spring 2025conferences and officially roll out the policy by March/May 2025.

Website/Social Media Platform

An update on discussions with UBIQ confirmed that they could not meet the required timeline for the website/social media platform. It was agreed to develop a shell website connected with the The Safeguarding Alliance website. Progress on the landing page, which would have a BISSC web address and look standalone, was shared for feedback. The draft includes the mission/commitment statement and space for all association logos. Costs were discussed, with an amount allocated for page creation and backend work, and a reasonable hourly rate for documents and uploads. A proposed contribution from each association (six associations plus TSA) to cover costs was suggested. All documentation is expected to be ready for the September strategy meeting in the UAE.

International TRA/TRA Discussion Feedback

The discussion on the International TRA / TRA feedback was moved to the next meeting. It was reported that there is no APPG for any international safeguarding, but BISSC’s work will provide a platform to work towards the ITRA goal. Meetings with ACRO and NCA confirmed support for BISSC lobbying activities based on published BISSC objectives. The excellent reputation of TSA and all associations connected to BISCC was highlighted during these meetings.

BISSC Strategy Day (September)

The BISSC Strategy Day in September was discussed, with the need to establish BISSC's current position and future direction, ensuring continuity and speeding up progress with the new Government. Significant preparation has been done on documents, setting dates/timeline for various aspects to work on. A 2-day meeting in Dubai was agreed upon to make it worthwhile for travelers, with an online option for remote participants. The following associations agreed to join the meeting in Dubai: NABSS, AoBSO, TSA, BSME, COBIS, FOBISIA, and possibly LAHC. Finer details of the agenda for the 2 days will be discussed nearer the time.

National Crime Agency

It was confirmed that a meeting with the NCA had taken place, and it was proposed to introduce BISSC representatives to a Senior Investigating Officer at NCA. All agreed this was a positive step for increasing safeguarding connectivity worldwide. A safeguarding case study was highlighted, identifying gaps in UK safeguarding policy and procedure. This evidence will be built into BISSC lobbying collateral. Global association conferences were noted as good opportunities for BISSC representatives to meet or make announcements. Key conference dates should be factored into BISSC planning cycles.

The date of the next meeting, the hybrid the hybrid strategy day in Dubai, is set for September 2024, with the specific date to be confirmed.
