Since its inception, Rugby School Japan (RSJ) has been dedicated to setting the benchmark for outstanding pastoral care, a commitment that has been recognised with COBIS Beacon Status. This prestigious designation highlights RSJ’s unwavering dedication to creating an environment where pupils flourish academically, socially, and emotionally, ensuring that well-being is embedded at every level of the school community.
A Culture of Support and Well-being
At RSJ, pastoral care is more than just a framework—it is a deeply rooted philosophy that acknowledges the intrinsic link between academic achievement, personal growth, and emotional well-being. Central to this philosophy is the belief that every member of the school community plays a role in fostering a culture of kindness and mutual support. From senior leadership to the youngest pupils, everyone is encouraged to contribute to an environment where individuals feel valued and respected.
A key pillar of this approach is open and honest communication. Pupils and staff are empowered to express concerns, knowing that they will be heard and that appropriate action will follow. By cultivating an atmosphere of trust, RSJ successfully balances academic challenge with emotional support, allowing students to thrive holistically.

● Efficient communication and monitoring systems – The School utilises an encrypted and confidential database to log and manage concerns securely. This system allows for seamless collaboration among staff, enabling real-time alerts and a coordinated response to any emerging issues. Even minor concerns contribute to a holistic view of each pupil’s well-being, allowing for timely intervention when necessary.
● Dedicated and vigilant pastoral staff – Regular safeguarding training equips teachers to recognise and respond to potential concerns. Each pupil is part of a boarding house, overseen by a team of Housemasters/mistresses (HMs), Assistant HMs, and Resident Tutors. Academic staff also play a crucial role as tutors, visiting houses weekly and providing personalised support to small groups of pupils. A vertical tutoring system, complemented by RSJ’s innovative ‘Pod’ structure, fosters cross-year mentorship, ensuring younger students benefit from the guidance of their older peers.
● A structured and responsive intervention strategy – Despite RSJ’s proactive pastoral culture, challenges do arise. The school’s response is structured and tiered, with a bilingual Designated Safeguarding Lead (DSL) team overseeing all welfare concerns. Decisions regarding interventions are carefully considered by HMs, the DSL team, and external specialists when needed. Support strategies range from informal pastoral check-ins to comprehensive care plans, with a traffic light system ensuring ongoing monitoring and appropriate action.

RSJ’s recognition as a COBIS Beacon School underscores its leadership in pastoral care. The awarding body commended the school’s clear and effective communication strategies, as well as its ability to deliver individualised care, stating that RSJ has ‘created something truly exceptional in a short period.’
The school’s success provides valuable insights for the wider educational community, demonstrating that integrating well-being and safeguarding into the core of a school’s mission is essential.
